Recently established in 2024, Street Matters is based in Vancouver, BC and focused on serving public sector clients in their efforts to plan and design progressive transportation initiatives with positive lasting impacts for a more sustainable future.

Dylan Passmore, MScPl, P.Eng.
Founder & Principal Engineer
Dylan leads our practice, building off his long track record at the forefront of a people-first approach to transforming mobility across North America and internationally.
He has walked in public sector shoes and understands firsthand the challenges of balancing diverse needs. His approach to navigating complex solutions and challenges is centred on listening to diverse perspectives and innovative thinking.
Dylan’s history in the industry and his deeply multimodal and interdisciplinary perspective on transportation makes Street Matters stand apart from other traditional engineering and mobility planning firms.
Tim Barton
Senior Consultant
Tim brings deep municipal experience and a collaborative approach to advancing mobility and public sector governance across Metro Vancouver and beyond. With nine years inside the City of Vancouver, including a year as Acting Associate Director of Transportation Planning, he understands firsthand the realities cities face in delivering complex plans and projects.
Tim’s technical focus spans multimodal corridor planning, active transportation networks, and master planning, always with an eye to the governance frameworks and stakeholder relationships that determine whether good plans and policies actually succeed.
